I am using the term frigate the same way the JMSDF is using dstroyer - everything is a frigate. This ship is to be a flat top, in the way these are getting more popular internationally. IMO the attempts at creating versatile aviation ships like the Invincibles or the Hyugas failed because they were so valuable as carries that their other roles got sidelined. The only way to avoid that is IMO to have enough.
